You have been subscribed to a public bug:

Instead of starting the computer and unexpectedly having ubuntu scan
your filesystem because it has been mounted an X amount of time, a
message should pop up at the login of the next admin user asking that
user if they would like to scan the filesystem at the next boot. If the
filesystem has been unmounted properly (ex: power failure) retain the
original behaviour
