Public bug reported:

Binary package hint: gnome-power-manager

Gnome Power Manager settings panel has no "On battery" tab, for
configuring behaviour when running on battery power. It does have an "On
AC Power" tab, and a "General" tab, but the tab that would correspond to
battery settings is missing. Gnome Power Manager does recognise the
battery if I check on the "Energy History" window.

I'm running updated Ubuntu Karmic. As far as I know, this is a
regression, as this used to work fine on Jaunty. My laptop is a Acer
Aspire 6930. Do not hesitate to ask for any other information needed.
