Public bug reported:

Binary package hint: gnome-power-manager

Description: Ubuntu karmic (development branch)
Release: 9.10
UNR

gnome-power-manager:
  Installed: 2.28.0-0ubuntu6
  Candidate: 2.28.0-0ubuntu6
  Version table:
 *** 2.28.0-0ubuntu6 0
        500 http://us.archive.ubuntu.com karmic/main Packages
        100 /var/lib/dpkg/status

On initial boot (every time,) display dim flickers continuously bright/dim
(with popup message as well) until go into power settings and adjust settings.
There may be other methods of breaking the loop, but have not experimented with
this.

Attaching output of lshw and screencast of issue (can only see the popup
message, obviously cant see the actual display dim/bright)
