I've removed the gnome-screensaver, and installed the xscreensaver. It works as it should with the xscreensaver. No dimming.
My version of Gnome is 2.26.1. The version of gnome-screensaver that was installed was 2.24.0-0ubuntu6. There was no update to the screensaver, which is why it was at that version.
