Try: 1. Right click on the panel, go to "Properties" 2. Uncheck "Expand" 3. Wait for the panel to shrink (or close the properties window) 4. Left click and drag the little handle on the side of the panel to the other screen 5. Open the properties window and check expand
The panel will reappear on the correct monitor if I enable/disable it. I haven't tried this on a laptop with an external monitor.
