The panel disappears for a moment and then respawns.

No specific action appears to be required to provoke the bug, but if it
happens at all it happens shortly after login, when the system may still
be thrashing starting up applets etc.

The problem has maybe happened to be 3-4 times during the Karmic release
cycle, so it might be fair to say it affects about 2-4% of logins. It
won't necessarily happen reliably on a system when it occurred (for
instance, I saw this in a live session, but after shutting down and
starting another live session from the same image, I didn't see the
problem a second time).
