file is reporting Ogg data, Skeleton v3.0 BUT
Right now, same files moved to other directory triggered thumbnails. SO it's not a issue with all OGV files, but is somehow specific to particular cases. I will try to discover the difference and will update this report. In mean time, this can be putted to wait state.
