You're both right I think.

- This is a gnome-panel bug and we should all probably be talking to the
gnome team about a fix rather than Ubuntu.

- Because gnome is a big part of the Ubuntu 'package', highly visible
annoyances like this do reflect on the perceived quality of Ubuntu, and
its ability to retain and grow its user base.
