Here's what I got from empathy being called by the Windows XP Gmail
video plug-in:

(empathy:1121): tp-fs-DEBUG: stream 2 0x9382478 (video) set_remote_codecs: 
adding remote codec H264-SVC [96]
(empathy:1121): tp-fs-DEBUG: stream 2 0x9382478 (video) set_remote_codecs: 
adding remote codec H264 [97]
(empathy:1121): tp-fs-DEBUG: stream 2 0x9382478 (video) set_remote_codecs: 
adding remote codec H264-SVC-RFC [99]
tp-fs-Message: tf_stream_error: stream error errorno=2 error=Codec negotiation 
failed: There was no intersection between the remote codecs and the local ones

Seems like the Gmail plugin only supports H264 codecs, but these are not
provided by Empathy.
