Public bug reported:
Binary package hint: gnome-power-manager
Using 9.10 Karmic, gnome-power-manager 2.28.1-0ubuntu1.
When booting on battery power, gnome-power-manager loads and correctly
reflects battery use, charge level, and discharging state. When AC
power is supplied, gnome-power-manager updates correctly to show AC use,
charge level and charging state. At 100% charge, gnome-power-manager
does not correctly update if AC power is disconnected to return to
battery operation, and continues to show "Laptop battery is fully
charged".
If I let the battery discharge for an hour or two and reconnect AC
power, gnome-power-manager will correctly show AC power, charge level
(from "100%" to, for instance, "18%" battery level) and charging state.
