This is definitely a regression from 2.26. It looks to me like the scaling algorithm changed from 2.26 to 2.28. The new one is much worse (nearest neighbor?). I've been developing PDF reports for a client and they all use Window + Acrobat where the images look fine. But on my development machine they look terrible. They were fine before upgrading to 9.10 so, again, definitely a regression.
