Binary package hint: gnome-panel
I am using 9.10 karmic koala. After a power failure, I rebooted and
desktop looked normal. I have no upper or lower panels. I have
followed several help threads and have removed/reinstalled desktop and
gnome-panel. When I Ctrl+Alt+Del to restart, I get a message that says
"Program is still running" Panel not responding.
** Affects: gnome-panel (Ubuntu)
