I checked which value is for the key - /desktop/gnome/peripherals/keyboard/general/defaultGroup When there 3 layouts, so for USA value is "0" When there 2 layouts so for USA value is "-1" When I'm trying to set value 0 for 2 layouts so first two times application starts with right default layout, but on the third time not - depends in your current layout :(
