Public bug reported:

Binary package hint: gdm

For the moment (12.11.2009) there is a version of gdm package in karmic-proposed
that does not respect dpkg-reconfigure gdm/kdm if user chooses kdm.
As a consequence both kdm and gdm are trying to reserve display for themselves,
a race
that is not always wone by /etc/X11/default-display-manager (kdm).
User gets presented "Ubuntu runs in low graphics mode" prompt.
The version in question is

 2.28.1-0ubuntu2

downgrading to 2.28.1-0ubuntu1

from karmic seems to solve the problem for the moment.
