Public bug reported:
Novosibirsk and Barnaul entries in Locations.xml use Asia/Novosibirsk
timezone which has been obsoleted by Asia/Omsk. This in turn prevents
weather applet from selecting proper timezone automatically.
Attached patch updates Novosibirsk and Barnaul entries to use Asia/Omsk
timezone.
