I have a very similar problem in 9.10 on a Dell Mini 9. When I boot into Ubuntu, the battery will charge to full whether plugged in before or after boot. However, once the battery is charged to full, Ubuntu uses the battery for power instead of the still-attached AC adaptor. Replugging the AC adaptor has no effect on whether the AC power is used, or the battery is charged again - only rebooting or switching off allow charging to take place.
