scenario: i have 2 soundcards (1 integrated and 1 usb), i want to play
back music through headphones in integrated sound port while movie
sounds are played to usb sound card connected to my stereo system.

currently i have to select output device to _all_ sound applications in
the output tab, either integrated, usb, or both simultaneously. i wish
for output device instead to be assigned for each application
separately, if there are many soundcards or many people using the
computer for sound. the output tab could then select the default
soundcard for new apps, but application tab should have a dropdown list
for each app for overriding the default output device. somewhere in the
sound setting window, there could be an on/off selection for whether
soundcardwise or applicationwise sound directing is used.
