One of the points about putting frequently-used UI elements like the
gnome panel on the edge of the screen is so that the user can just throw
the mouse edge of the screen and click, without having to aim too
precisely. For instance, in MS Windows, if a window is maximised and
you want to close it, you can just throw your mouse to the top-right
corner of the screen and click.
You'll find that if you try this in Ubuntu (not for the close button,
but for the User Switch (Logout) applet), it will work... but only if
your mouse is in the corner! If your mouse is against the top or right
edge of the screen, but not completely in the corner, the click won't
register. The same applies for everything else on the panel. Try
clicking on the Application menu with the mouse at the very top edge of
the screen. It won't open. Or on the Window Switcher panel at the
bottom. You can't click to switch to a window if you're clicking on the
very bottom edge.
There seems to be weird corner cases (pun intended) where it does work
-- that is, if the mouse is in the very corner of the screen, the click
does work. This behaviour seems to be hard-coded in (which suggests we
could easily hard-code in the edges as well?).
Another related issue is with the close button on windows. If a window
is maximised it would be desirable if it were possible to close the
window by clicking on the edge of the screen next to the close button.
Same applies to the system menu (the icon in the top left of the
window).
