QCELP (Qualcomm Code Excited Linear Prediction), also known as Qualcomm
PureVoice, is a speech codec developed in 1994 to increase the speech
quality of the IS-96A codec used earlier in CDMA networks. It was
replaced later with EVRC since it provides better speech quality with
fewer bits. There are two versions available: QCELP8 and QCELP13 and
they use 8 and 13 Kbit/s respectively.

This audio codec is not recognized by gstreamer, but is well recognized
by ffmpeg (used by mplayer and vlc).

There is no codec pack or application that is able to view these files.

Current Result:
Plays video but audio is muted

Expected result:
Plays both audio and video in sync, with no delay.

Current workarround: 
1) Select the totem-mozilla package for installation
2) Select to uninstall mozilla-mplayer

If you have the actual file, open it in mplayer.

This bug is a request to include the QCLP audio codec to a gstreamer
plugin pack. If there are any issues (legal or otherwise parties) with
doing this please comment on this bug.
