This bug was fixed in the package gnome-menus - 2.28.0.1-0ubuntu3
---------------
gnome-menus (2.28.0.1-0ubuntu3) lucid; urgency=low
* debian/update-gnome-menus-cache: Print an error message instead of
crashing if gmenu can't be imported. This provides clean upgrades from
hardy. Thanks to Michael Vogt for spotting!
* debian/update-gnome-menus-cache: Rewrite using python-xdg and parsing the
.desktop files directly, instead of using tree_lookup(). The latter is
specific to a particular menu and thus forgets about e. g. capplets.
