It looks like this has been reported again, here:

should be marked as duplicate. As the description there is clearer than
it is here i will mark this as a duplicate of the other one.

When two users are logged in at the same time and one logs out, gdm drops
back to the locked-screen dialog of the other user, which works only to unlock
the session.
