Did you make sure that the email with only an attachment does indeed not contain a MIME container and has the email's body only as the image? The headers of such an email, as can be seen using "View message source" should look something like this:
Received: by .... MIME-Version: 1.0 Content-Type: image/jpeg Subject: My Image Date: Wed, 16 Dec 2009 16:16:26 +0200 Message-ID: <XXXXXXX> From: "Some user" <u...@domain.com> To: "Other user" <otheru...@domain.com> Notice where the content-type is not a multipart something. Also when Evolution shows such messages, it does not show a white square where the message is supposed to be - there is only the gray background of the message viewer and an attachment. This display makes sense as there is no actual text part - not even an empty one.
