Thanks for your bug. As described by the changelog that Debian hack has
been removed on purpose, it was bugged and not easy to maintain. That's
not a bug, marking the request as rejected. You can desactivate the
Actions menu to limit actions. The request for some privilege
separations is a known wishlist
