Same issue here on Ubuntu 9.10 (x64).

Trying to create a new pgp key as a normal user via seahorse does not
even launch the new key dialogue box. I had to run "sudo seahorse" from
the command line to get the dialogue box running but then it hung on the
"Primegen" window. During several attempts the "Primegen" window crashes
at random intervals.

Some bash output shown below from the session:
