I was going to report a similar bug, but it is the same issue. It is quite hard to change the volume for a specific app that has short sounds for notifications, such as Pidgin. Instead of showing all of the apps that play sound (which would be around a dozen right now for me, a bit overkill), I think it would be a good idea for an app to 'stick' for 30s to a minute to allow the user the opportunity to change the volume.
Either way would be much more user-friendly than trying to change the volume in the 2 seconds that the application is shown. Not sure if it should be a different bug, but the app still disappears even if you are in the process of changing the volume... annoying.
