I can't confirm of deny Imre's comment (I am no longer running nautilus 2.28 because of this bug), but I can say that yes, this bug really is that annoying. Even if his "fix" works, users should NEVER be expected to do something as tedious as uncheck a check box every time they wish to move an icon on the deskop (which for me, is several dozen times an hour, depending on what I'm working on).
