Public bug reported:

Binary package hint: nautilus

I have two windows open on the the same directory (~/Documents). The
first window is scrolled down a large list of files I am sorting. The
second window is at the top of the directory listing showing a number of
sub-directories. If I drag an item from window 1 into one of the
subdirectories in window 2, then after the move operation both window 1
and window 2 suddenly acquire the next file from window 1 as their
selection (regardless of whether I had an existing selection in window
2). This has the effect of scrolling window 2 down away from the top of
the directory listing where I wanted it.

Having window1 change its selection to the next file after the move
operation is not unreasonable. having the selection in window 2 change
IS unreasonable. I did nothing in window 2 but drag a file onto it.
