On Dapper, set to UK English:

System -> Preferences -> Menus & Toolbars

brings up a dialog which has a picker labelled "Toolbar button labels".

If I set this to "Text beside icons", the Preview shows:

[Document icon] New  [Folder icon]  [Floppy icon]

I would expect it to show:

[Document icon] New  [Folder icon] Open  [Floppy icon] Save

If I set "Text below icons", I see those labels below all the icons in
the Preview.

This same behaviour is seen in applications - for example gedit
shows labels for "Open" and "Save" but no other toolbar items
with "Text beside icons";  gthumb shows labels for the first 3 toolbar items.  
In both cases, "Text below icons" shows labels for all the icons on the toolbar.
