I think it is. All you need to do is try to send an archive to anyone else using the frame on the window conversation. I don't use Empathy anymore, but when saw this bug was on this situation.
1 - Open the windows conversation; 2 - Click on the option to send a archive to the contact; 3 - Select the archive; 4 - Send. -- My system crashed and had to restart the computer after trying to send a file by Emp.
