Binary package hint: gnome-applets
Since latest update of gnome-applets I have inactive buttons Shutdown and
Restart in dialog "Shut Down the Computer". I'm logged in as non-root user.

Note: This dialog can be invoked using Ctrl + Alt + Delete or by
pressing icon "Shut Down the Computer" on gnome panel.
gnome-applets: 2.29.5-0ubuntu1
OS: Ubuntu 10.04, amd64
