It is not known the exact minimum number of given numbers to solve a sudoku with exactly one solution - this is open problem in Mathematics. My guess is that an algorithm finds a solution and the game grades according to it - this can be solved if the solution algorithm is modified to take into account the possibility of multiple solutions. I claim the bug is directly related to the multiple solutions problem.
