Hi,
I found this bug in a fresh install of Jaunty.
I wanted to add the 'Quit' option in the System menu with gconf-editor.
in apps/panel/global, 'disable_lock_screen' and 'disable_log_out' are uncheck
by default.
when I enable it, or re-disable it, it do nothing, the 'Quit' don't appear in
the menu.
