When client side window borders are enabled, setting a window not to
have decorations stops the client side decorations from being drawn, but
doesn't seem to tell the window manager to not draw borders. Disabled,
it still doesn't seem to tell the window manager not to draw borders.
Window borders are also being drawn for all GTK_WINDOW_POPUP type
windows, and it makes sense that the minimize button does nothing
because GTK_WINDOW_POPUP windows are not managed by the window manager.
