Public bug reported:

Binary package hint: gdm

Although GDM allows control over the language, session and keyboard
type, along with providing system shutdown options, it does _not_ allow
control over the system volume. If like me you have a system with no
physical volume control, this can be a real pain...

Use case: You watched a video last night on your netbook and had to
crank the volume to 100% to actually hear anything. Tonight, you just
want to check your mail (quietly!) and go to bed, but alas Gnome has
conveniently remembered your volume setting and when you login the
lovely Ubuntu theme music plays and wakes up the baby in the next room!

Yes, if like me you have a laptop there are workarounds: plug some
headphones in, muffle the speakers with a pillow, etc but none of these
and other workarounds are elegant or completely effective!

In lieu of a physical volume knob on my laptop, I have the usual "Fn"
key + Up/Down arrow key. Unfortunately, these only work once you've
actually logged into Gnome.

I propose a new menu on the bottom of the GDM window offering
thefollowing options:

- mute system sound
- adjust volume (by providing a slider, say)
- checkboxes to:
    - apply these changes to the entire system (all users), or a single
       user
    - apply this change permanently, or just to the current GDM
"session" (ie revert volume settings on next boot).
    - mute all session start sounds

Maybe it would also be sensible to detect if the volume was set to 100%
by the user and the next time they login, pop up a window asking if they
want to reduce the volume. If they don't respond within 'x' seconds,
proceed to login with volume at 100%.
