Similar problems here, with UK keyboard option. I've found a simple workaround, in Gnome, using System/Preferences/Keyboard. In Layouts, by deleting the US keyboard and installing a second UK keyboard, it seems to stop the system from reverting to US. I've absolutely no idea why, but it has withstood half a dozen reboots.
