Public bug reported:
affects both kubuntu and ubuntu
system-administration-users and groups (adduser)
the permissions on the different users keep changing randomly-for instance a
system administator suddenly has all privilages removed.
secondly login fine with kde login manager or command prompt no gui fine
lock the screen in either kde or gnome and put your password in and it's denied
but you can control-alt-backspace and login fine
