That's due to 92_from_svn_init_cleanup.patch. xchat-gnome uses to do some init 
itself in a non-standard way instead of letting the GNOME libs doing the job. 
The accel changes have moved from ".xchat2/accelerator_map" to 
".gnome2/accels/XChat-GNOME IRC Chat". The SVN has fixed the program id which 
make it change again to ".gnome2/accels/xchat-gnome". I've applied that patch 
to xchat-gnome 1:0.13-0ubuntu4 so people don't have to redo their changes when 
upgrading to edgy and redo them again when the next xchat-gnome version is 
packaged.

xchat-gnome is not part of the default installation and most users
probably don't change their accels so I'm not sure it's worth to spend
efforts on trying to provide an upgrade path for that. Setting low
