But here: http://packages.ubuntu.com/lucid/gtk-doc-tools
the version is 1.11

This is not a FTBFS, gtk-doc 1.13 depends on highlight (which is in universe), 
but is only a optional dependency.
there are three backend engines, source-highlight, highlight and vim, all 
optional
