1. Yes
2. You should have wrong detected locale (In my case Kongo). Change locale to 
correct and reboot. In my case before reboot I had USA and RUS layouts, after 
reboot I had USA, RUS and Kongo.
3. It can be fixed by dpkg-reconfigure console-setup
