Personally, I don't agree with the "usability" point of view. It is a chicken-egg kind of problem: if you didn't download the Italian langpack during installation, how can you install it without logging into your session, and if you still don't have your Internet connection? Or we provide only the English interface during the installation, or we provide all the languages in the CD. Both are very unlikely, so having the installation in your language and downloading the langpack during the installation, is a good compromise. A good compromise even if you don't have the Internet connection, 'cause after you log in, you should be prompted to download the missing language support (and if you are not, then that is a totally different separate problem from this). But if you still don't have an active Internet connection, there is no easy solution to that.
