Binary package hint: gnome-panel

Right clicking on an existing Gnome panel and choosing "New Panel" does
not produce the desired result of creating said new panel. This "new
panel" can neither be seen nor interacted with - right clicking on where
it should be produces a nautilus context menu, not a gnome-panel one.
However, maximized windows do no fill the 24 pixel space that the panel
would take up if it existed. When I run 'killall gnome-panel', the new
panel becomes both visible and functional once gnome-panel starts up
again.
