PDFs containing bitmaps (scanned PDF documents for example) are unreadable at small sizes. When magnified, the text is again readable, indicating that *there is enough resolution* for correct display. See for example: http://www.lfr.org/lfr/csl/library/ShannonEntropy1.pdf It seems that better resampling is required.
