Nope, probably isn't related to #483900. The problem isn't in g-p-m, but in the pm-utils script /usr/lib/pm/sleep.d/01PulseAudio. That scripts mutes everything on suspend and unmutes everything on resume without any conditionals. Maybe I'll attach a patch shortly, as this problem shouldn't be too hard to solve.
