Binary package hint: gnome-panel
If you lower the height of the upper gnome-panel the MenuBar (the left most
part of the panel consisting of the icon, the application, places and system
menu) forces the panel to stay at at least 24px. This is because of the icon in
front of the menubar: Although there is a svg and the icon can be displayed at
any size, the bar forces it to be at 24px.
