I got some new information about this bug.

First of all it does happen on more than one of my computers, it's not
an isolated problem, to be more precise, both computers have been
upgraded from a 9.10 distro.

I was able to start a terminal windows during the problem of the toolbar not 
appearing and try different things.
It happens that the real problem here isn't gnome-session as I initially tough 
but gnome-panel.
Trying to kill gnome-session to restart it popped an error window indicating 
that the application gnome-panel does not answer, proving that this process 
hanged.

So the next time I tried to kill gnome-panel and taa-daa, the bar
eventually showed up after the process being automatically restarted.

So the culprit here is gnome-panel.
