It seems that Ubuntu lists both the configured keyboard, as well as the
keyboard that was chosen in gdm.

How to solve:
Upon logon, in gdm (Login Screen), select the keyboard layout you wish to use 
and login.
If you use autologon (you do not see the login screen), do "System -> Log Out 
username..."; then the login screen should appear.

How to reproduce (untested):
Select a different layout in the logon screen. That one then cannot be removed 
outside of gdm.
