Upgraded to 10.04 from 9.10.  Boot screen persists, if I look at the console 
during the boot screen, the last statement is "Checking battery state"... [OK]. 
 However this step seems to have completed as it has the OK at the end of the 
line.

I have tried disabling this step ( acpi-support ) in the init process
and the symptom is the same, so I don't believe this step is related.

I can log into to tty1 and run startx to get to a desktop.

I have a hunch this is related to plymouth or upstart.  
There are other users experiencing very similar results in bug 572473.  That 
bug is assigned incorrectly to linux I believe, and the originating user is no 
longer experiencing the symptom so I don't think it is being investigated.

I had expected the plymouth boot screen to switch to a gdm login screen
in a reasonable amount of time.  (under 60 seconds)
