I have a similar issue on an HP Mini 110. The screen does not dim upon switching to battery power and vice-versa. The suggestion above (acpt_backlight=vendor) makes the screen dim when cold booting on battery power, but still the power manager does not change the brightness when going from battery to AC or vice-versa.
