Public bug reported:

Binary package hint: gnome-power-manager

This problem has been reported numerous times, but in other cases
either:

  a) The disk was full

or

  b) Uninstalling gnome-power-manager, rebooting and re-installing it
fixed it.

In this case, the disks are not even 50% full and I did:

    0) apt-get purge gnome-power-manager
    1) reboot
    2) apt-get install gnome-power-manager ubuntu-desktop
    3) reboot

and the problem remains.
