Thank you for using Ubuntu and filing a bug. Not being able to configure gdm to not show shutdown/reboot does not typically prevent someone with local access from restarting the computer (eg, power button or power cord). gdm can be configured to not enumerate usernames via gconf, so this is also not a security issue. However, both are usability issues, and I am leaving the bug open for the desktop team to triage as they see fit.
